Mustafa was born in Pristina, SFR Yugoslavia (present-day Kosovo) in an area known in Albanian as Prapashticë on 15 May 1951, to Albanian parents.[2] He finished Primary and High School in Pristina, while graduated at the University of Pristina in the Faculty of Economics, where he also mastered and became a PhD.[2] On 1974, he began his professional work, as an examiner at the University of Pristina.
